Nice job. Commonly known as "slimers" and used for night formation work. Pretty well all modern mil aircraft use them now. Its been around for awhile.

Those aren't neon lights. They are electro-luminesnce (sp?) panels. They are designed to be seen from air to air and not ground to air. The F-4E, F-15, and I believe the F-14 have them. The Japanese didn't put them on the aircraft. :-)
