I have read that the primary roles that the Soviet Union intended to use Ekranoplans in were Anti-Submarine Warfare (ASW) and anti-shipping missions. Sort of odd, really --- it's way too noisy, fast, and clumsy to hunt subs. Against ships, Ekranoplans just needlessly expensive and hyper-complex Maritime Strikers that can't actually fly, maneuver poorly, and are plenty dangerous enough to operate while not being shot at.
A cheper, simpler version would have had potential as a high-speed transport, though.

The Lun could make 'hops' up to 5000m or so, the Orlyonok made such hops up to 3km, so they also can fly like an airplane, but the lift engines would need to be engaged, propulsion engines would require more thrust, ie not good for fuel economy. So these things don't stop for anything, all the pilots have to do is get it airborne, and 'certain obstacles', like islands/ships/seagull flocks can be negated easily.

So it appears that they are not actually "Aeroplanes" but "Boats" ? hydrofoils with their foils in the air, rather than in the water.Flying in "ground effect" How high can they go.I should think not very high at all. Amazing idea none the less.
