I do believe that you need to READ the article completly that you took your 1 paragraff from.... The Article is about a weight loss program for the F-35B and the other variants. The B variant is the only one that is late (By 18 months) and the qoute that you use to downplay and insult and fine aircraft is based on the originial 1987 estiments which were thrownout when the craft was redeisigned after the end off the Cold War and the backout of NATO as partners for the development of the craft.
So Checksixx is correct and you are wrong...
why flying so much at gears down?
Most first flights are with the gear down due to safety issues.
Nope, its on schedule and on budget....thats old news.
Nope, sorry. Maybe you don't understand. Once you slip past schedule you can't turn back time and be on schedule somehow. Same goes for the cost, you are high.

The replanning forced an 18-month slip in F-35 deliveries.
