No that's not a spelling error.
R.A.E. stands for Royal Aerospace Establishment (1987).
RAE West Freugh is no longer active. It was a classified Procurement and Development Research Airfield. Not Civil and Not military.

The JP233 release sequence, near the video end, comes from 1986-87 at RAE West Freugh in South West Scotland where the JP233 runway denial weapon was tested. I know because I was there.
