Neither the Air Forces who have F-16s with CFT's have any problem..be their guest..the comment that CFT reduces the speed and agility is unaccurate !!! Learn about aerodynamics first...Also think that F-16s with CFT stay on air to opperate much-much longer...
CFT reduces the speed %5 on F-16s.

I talked here basic physics and aerodynamic and i'll try to find other official reports also to send you. See soon.
Since we do not have access to the real data for the CFT's we can only talk with references. I gave you one with a lot of information already. It would be better if you gave me a reference, that supports your claim, that a Viper with CFT's is less effective.
mass is right proportional effect to increase the force that pull out the circle you turn.
first aerodynamicly front sectional area is greater than non CRTs. This generates more drag force.
When an aircraft would be heavier, it would be less agile. This is absolute. Bcz, inertial force.
So no need to prove CRF is more agile than non CRF. This is rule.

The CFT's can provide greater range for strike missions and greater agility in close air combat. This is because a set of CFT's can carry 50% more fuel than the centerline tank with only 12% of the drag. When fitted with CFT the aircraft retains almost the full handling qualities, flight limits, and signature.

CFT is negative effect for performance reduces speed and agility.

Turkwing, CFTs would be used for A2G operations mostly.
Refueling is a good substitute, but the disadvantage is that it takes about 20 mins to half an hour for a 4 ship formation to refuel.
And even after refueling, there's only the internal fuel plus ext tanks (standard range).
So, refueling is good for CAP missions, CFTs for A2G.
