That's not much of an issue with this model of cluster bomb. The variant of the Mk.20 you just saw uses an altimiter-regulated airburst fuse to detonate, so it explodes in the air. Also, all U.S. CB systems in service or development have impact-resistant self-destruct systems to prevent the problem you describe, though I can't speak for every other nation's CB systems.
