This image has been taken after 8 Octuber,2005 earthquake that hit Northern Areas of Paskitan including Upper part of N.W.F.P province and Kashmir.This earthquake was the worst earthquake in the history of Paksitan,7.6 RS value.

As the picture show a IL-76 and PAK-Army Mi-17 Working during relief work.And if iam not wrong this is Chaklala AFB,Because the World Aid mostly came direct to the Islamabad Internation Airport or Chaklala AFB.Secondly a large no of Mi-17 are deployed in the same city.
