No, it's not.
It's a MiG-21-F, one of the firsts versions of this aircraft, because its wing are delta, and the drop tank is in the middle of the fuselage, while the Su-7 has two drop tanks just behind the cockpit, on the lower part of the fuselage.
Another difference is that the Su-7 has two tubes that carry fuel on its backs, and they don't appear here.
