I gues this effect is caused by movement of lens shutter ..... here from top to bottom. When short exposition time is set up, closing lamela follows the opening one with minimal distance and it causes that not all snapshot area is exposed at once, but "exposure strip" is moving along the snapsot and quick moving objects are distorted due to changing its (or it's parts) position during expositon.
