Viper Pulling Vapor While Still on the Ground

Heres one I hadn't seen in person before. About 20 min. or so before Viper West was to go up, there was a brief rain storm. One of my friends came back and told to come check out the Viper when he returned. When I got there this is what I saw....the suction from the engine is so strong that it sucks the water right off the ramp in these cool looking mini-tornados.

The pilot is in front of the nose, the intake on the f-16 models is set back so that its under the cockpit

It doesn't have anything to do with water or rain. Only to do with humidity. The crew member isn't anywhere near the intake.

How come the crew member can stand in front of the intake while the engines still running and running fast enough to drag water up in the intake?
